I discussed this a bit with dbaron, and we agree that scrollbars should be like "extra border". In other words, the padding area is made smaller by scrollbars but not the border area. But of further thought, I’m not sure that the concept of the border area of the scrolled content even makes sense, since 'overflow' clips at the padding edge. -- Simon Sapin
