[css3-cascade][css3-values] Include 'default' in CSS-wide keywords definition

Hi,

Cascade refers to Values & Unit to define "CSS-wide keywords", which 
lists 'inherit' and 'initial', but not 'default'. I think that Values 
should be updated (possible with a non-normative note) to mention 
'default', or at least says that this is not a closed list and other 
specs can add CSS-wide keywords.
