[css3-cascade] Multiple @import rules for the same stylesheet

Hi,

Section 2 says:

> When the same style sheet is imported or linked to a document in
> multiple places, user agents must process (or act as though they do)
> each link as though the link were to a separate style sheet.

It should clarify that this is for the purpose of the cascade and CSS 
OM, but not for the purpose of resource fetching. (UAs are not required 
to fetch the same stylesheet multiple times.)
