Technically, the spec allows tailoring, but uses extended grapheme cluster
as the base requirement:
   http://dev.w3.org/csswg/css-text/#grapheme-cluster

I doubt the UA would tailor, for typographic purposes, to include
*less* than an extended grapheme cluster.
