So far, browser developers have been reluctant to expose bandwidth. I
don't think browser developers would be more enthusiastic to expose
bandwidth over HTTP than through a JavaScript API, when the main
problem is how to determine the right number. If browser developers
agree on a reasonable way to come up with a bandwidth number to
expose, it could be exposed to media queries, too.
