[cssom-views][css-device-adapt] Where to define initial viewport

Hi there,

I find it a bit confusing that initial viewport is defiend in CSS
Device Adaptation, and page zoom and pinch zoom is defined in CSSOM
Views.

Could we move the definitions to CSSOM Views? And maybe even let Media
Queries refer that?
