The CSS WG has published a Candidate Recommendation of the CSS Text Decoration Module Level 3 http://www.w3.org/TR/css-text-decor/ This module is a split off the original CSS3 Text document. It defines underlining and other line-decorations, East Asian emphasis marks, and text shadows. Line decoration extensions wrt CSS2.1 include controls for the line decoration style, color, continuity, and position. W3C encourages implementations of this module, and welcomes feedback resulting from such implementation. Requests for new features will be assigned to Level 4. Significant changes since the Last Call Working Draft are listed at: http://www.w3.org/TR/2013/CR-css-text-decor-3-20130801/#changes Additionally, the exact positions of underlines were made more undefined. (A future level of CSS may define these in more detail.)
