The CSS WG published an updated draft of the CSS Regions module: http://www.w3.org/TR/2011/WD-css3-regions-20111129/ The module defines ways to (1) assign style to "regions" of the canvas, (2) create complex shaped regions out of multiple regions, and (3) position content into them. Various things might be used as regions, e.g., columns in a multi-column element or slots in a template/grid. Note that several other (draft) modules define features related to high- level layouts (Multi-column Layout, Grid Layout, Template Layout, Flexible Box Layout, etc.). Only little work has so far been done to integrate them. Also note that this draft uses an experimental style sheet (so don't worry that it doesn't look like a W3C specification). This is meant to solicit comments on what makes a draft usable.
