Is there a reason you can't just create something like 
|background-color-fallback: <color>|, disallow it in the |background| 
property shorthand, and make it entirely independent of the |background| 
property (i.e., it doesn't get reset by |background|)? Every little 
thing has already been stuffed into the |background| property; there's 
no need to make it more complex than it already is.
