[css3-transitions] transitionend event

http://webkit.org/specs/CSSVisualEffects/CSSTransitions.html does not  
define where the event is to be dispatched. I assume it is on the node  
that undergoes the transition, but that should be defined. And it that is  
the case, it should probably also point out that it either does not fire  
for transitions on ::before or ::after or is dispatched on the  
corresponding element.
