[css3-layout] New WD for Advanced Layout

The CSS working group published a new version of the Advanced Layout 
module. There are no big changes. The grid layout part is getting more 
stable, the other parts aren't progressing. We added some considerations 
of grids in paged media. There are several possibilities and feedback is 
welcome. We also added an idea for a ::slot() pseudo-element, but it may 
not be needed. And there is a question whether the width of a slot 
should not just be either fixed or flexible, but if some slots should 
stretch more than others.
