OK, for the people who don't read the Mozilla bug report on this:

I made some testcases to find out what Safari's behaviour is:

Safari 2.0.1 (412.5) renders it as:
   https://bugzilla.mozilla.org/attachment.cgi?id=197060

I'm also told that the current SVN code for Konqueror 3.5 renders it the 
same, except that it doesn't render shadows for the underlines.
