It doesn't look like I can adequately explain my scenario, so I'll show you. Go to http://dris.webhop.org/ and check out what I've got there. Everything is validated on my last test as XHTML 1.1 Strict and CSS2. Mozilla, Netscape, Camino, and Safari can render it just about perfectly (IE on both Mac and Windows fail). Other browsers haven't been tested yet. Anyways, use one of those browsers to look at the page, and scroll down. You'll see that I've expanded the bottom margin so that you can scroll all the way to the bottom of the content, assuming your screen is not too much higher than 768 pixels.
