In section 9.5, I notice that the shorthand border properties
('border-top', 'border', etc.) are part of section 9.5.3, which starts out
being about border widths. Are these five properties going to be split
into section 9.5.4, or moved to the beginning of 9.5, or are they actually
(and for no reason I can see) supposed to be part of 9.5.3?
I have a good reason for asking this. Having clear section numbers
helps me keep straight the database upon which I base both the
compatibility charts at WebReview, and the test pages I use to get those
charts. And since I'm starting to work on test pages for CSS2...
Besides, sneaky inconsistencies keep me awake at night. Just like Binkley.
