The RDFS spec states: "this specification recommends that a new namespace URI should be declared whenever an RDF schema is changed." (Other than confusing namespace URIs with schema URIs) this statement is a rather silly requirement. Following this requirement introduces many issues for software which cannot resolve RDF schemas and use the subProperty information in them (something which is to be expected for some time to come). This recommendation should be removed, or at least lessened so that new namespaces need only be created when a change that is not backwards-compatible is made to the schema.
