Simple answer: You don't, you use the Python-like triple quotes.
""""Richard "Dick" Cheney"""
Hmmm. I didn't put that in the spec?

(Actually, I do wnat to do both (a) decent well-thought out quoting,
and (b) literal data with explicit aribtrary terminator but I ain't yet)
