You are refering to the syntax in the RDF/XML Syntax WD at http://www.w3.org/TR/2002/WD-rdf-syntax-grammar-20021108/#section-Syntax-parsetype-Collection and as Frank already has mentioned the correct attribute is rdf:about and it was a bug in the Primer, now fixed.
