Dear Sir or Madam: I was alarmed to hear the W3 consortium is considering allowing patents that require royalty payments as acceptable "standards" for the Internet. This would be disastrous to the development of the Internet. Please consider the effect this would have on cash-poor developing countries. We should not in any way hamper the ability of poorer societies to benefit and *contribute* to humanity's de facto repository of knowledge and culture. There are more than enough free technologies know that can do the job for the Internet.
