RAND Policy

Dear Sirs,

I would urge you not to allow the RAND proposals.

The accreptance of such a licencing regime would be a great disservice 
to all WWW users, as it will eventually result in a closed and 
proprietary Web in the control of large corporations.

Through out its history, W3C has been a bastion of free and open 
standards; please do not throw this proud position away.

The ultimate result of the acceptance of RAND will be disappearence of 
W3C as the large corporations 'take over' the Web in their closed browsers.
