This is a BAD, BAD, BAD policy. It would allow companies like Microsoft to develop something and then try to have it adopted as a standard. Once they got it adopted they would constantly be tightening the license. Sooner or later, after the technology was standard and in Microsoft's control, they would attempt to change the license to exclude free software. If this policy change is approved then it will mean that Microsoft has sucessfully invaded your organisation and caused a "cancerous" infection that they can allow to slowly eat away at W3C's independance.
