W3C Patent Policy Framework

The W3C must abandon any notion of developing or endorsing standards that 
fall under intellectual property claims of any kind.  The sole exception to 
this would a standard in which all of the IP involved would be guaranteed 
explicitly by the owners: 1) to be forever free for use by everyone without 
restriction, and 2) to be forever free of charge.
