I think the proposed patent policy is a bad idea. The success of the internet is due in no small part to its universal implementability, as provided for by the IETF's policy of refusing to allow patent-encumbered standards. The seal of approval provided by standardization is one of the few real incentives to encourage patent-holders to license patented technologies royalty-free Please reject this policy.
