I feel that implementing RAND W3C recommendations will actually stifle inovation. As a developer, I will simply not utilize any technology that requires licensing for use. I don't think others will either. The result, I think, will be a RAND graveyard. Only when commercial interests are willing to forsake direct licensing income should a technology enter a W3C recommendation. Thanks for taking comments, Alan Bol Instructional Designer COMET Program
