Against Patent Policy Framework and RAND

I disagree with the w3c recommendation for the allowance of fee-based standards.

Fee-based standards prevent development by all except those with commercial
intent.

A fee, reasonable for a corporation, is likely unreasonable for an individual.

w3c should continue its support of open standards for all developers.
