      Beta 1.10 of the IBM P3P Policy Editor is now available from
alphaWorks (http://www.alphaworks.ibm.com/tech/p3peditor). This version
fixes the bug reported by Clifford Lyon (and others) about compact policies
incorrectly including the 'always' attribute for purposes.
