I also support this change and will make a change to CHrome's ICU quickly. 

BTW, virtually all the encoding-only mappings (fromUnicode direction) were
dropped in the encoding spec probably under the assumption that emitting NCRs
would work with most servers. This is an example where that assumption breaks
down. 

We need to review other cases of 'dropped encoding-only mappings'.
