Right. Somebody pointed out that action was #IMPLIED in 2.0,
and wondered why 3.2 changed it. It was an oversight.

The FORM element contains a sequence of input elements, along with
document structuring elements. The attributes are:

specifies the action URI for the form. The action URI of a form
