The following answers have been successfully submitted to 'ISSUE-32: how to
provide a summary of a table, e.g. for unsighted navigation? - Straw Poll

summarizing the purpose of the table and any trends that might be obvious
from viewing the table visually

We have a Change Proposal to reserve the summary attribute for summarizing
the purpose of the table and any trends that might be obvious from viewing
the table visually. If you have strong objections to adopting this Change
Proposal, please state your objections below.  Keep in mind, you must
actually state an objection, not merely cite someone else. If you feel that
your objection has already been adequately addressed by someone else, then
it is not necessary to repeat it.
Objections: 
i support the concept, but with summary not as an attribute, but as an
element, as explained in the following change proposal which was not
included in this survey:

We have a Change Proposal to drop the summary="" attribute. If you have
strong objections to adopting this Change Proposal, please state your
objections below.  Keep in mind, you must actually state an objection, not
merely cite someone else. If you feel that your objection has already been
adequately addressed by someone else, then it is not necessary to repeat
it.
Objections: 
1. summary is an essential tool for non-visual and limited visual access
to data contained in TABLE;

2. summary as an attribute is insufficient because it does not support
structured content, such as <span lang="xx"> for bi-lingual tables, as well
as indicating to the user that the table uses structured markup and a guide
to that structured markup
