So is there anything preventing you from drafting up a DTD and asking the validator.w3.org maintainers to add it (marked "experimental" or something in the "Document Type" select list in the validator.w3.org UI)? Based on what Aaron said, it seems like the need is somewhat urgent, and doing that would help to meet that need.
