What exactly does the error message say? Is it the following?

  You're allowed to read the questionnaire, but you won't be
  authorized to answer with your current credentials!

...or something else?

I checked to see whether WBS would let me respond by
"impersonating" you, and it gave me this message:

  You're currently set to answer in the name of Richard
  Schwerdtfeger. If you submit an answer, Richard Schwerdtfeger
  will be informed by email.

So that seems to indicate everything is working as expected and
you should be able to submit a response. So I'm not sure why it
won't let you.

I've filed a report to our systems team to ask them to take a look
at it. If you can forward to me the text of the error message
you're seeing, I'll pass that on to them too.
