use case: i found 2 typos and 1 instance of something that is incorrect, i
looked on the spec to see where i could file bugs- nothing there. so
potentially valuable feedback has been lost. Many w3c specs have bugzilla
components, its an easy method to receive, respond to and track bugs.
'monitoring bugzilla' is as simple as being ccd by default on bugs.
