If the styling applied on hover is only there to give a tiny bit of additional visual feedback (but it's already clear even without hovering that the thing is a clickable/actionable control, i.e. it's not necessary to *see* this hover style to understand this), it's only a nice-to-have an not essential to understanding/perceiving the hovered "thing". In short, nope. However, if you have something like a graphical button or something, and when you hover it its contrast (e.g. the contrast between the icon/graphic of the button and its background) becomes super low and hard to make out altogether, that yes that is a failure of 1.4.11.
