No, it doesn’t. However, the hover and focus states frequently have the same appearance, so low contrast in the hover state often indicates that the focus state will have low contrast too.

Hello,

Success Criterion 1.4.11: Non-text Contrast of WCAG 2.1 requires a minimum of 3:1 contrast against adjacent color(s) for controls. Does it include also the contrast between a mouse hover and its adjacent colors?
