Re: Conforming to WCAG 2.0 SC 2.4.5 (Multiple Ways) for pdf files

Maybe it’s one of those moments when WCAG 2 is not the most useful source of guidance about accessible PDF?

More and people recognize that a PDF specific set of rules - e.g. in the form of "ISO 14289-1 Document management applications -- Electronic document file format enhancement for accessibility -- Part 1: Use of ISO 32000-1 (PDF/UA-1)" - can be more efficient and lead to a higher degree of actual accessibility (which implies it would also be more economic), without causing accelerated graying or loss of hair.

And those wishing not to be bothered with reading insanely boring ISO standards and technical specifications can readily find at least three independently developed, free of charge tools for checking PDF/UA conformance. And also a couple of tools (sorry, these are not free of charge) from several vendors to create PDDF/UA files, or to help fix PDF files such that they become PDF/UA files.

However, one of the techniques for this success criterion is PDF2, creating bookmarks in pdf files. This leads me to believe that in WCAG 2.0 a pdf file is considered a set of web pages, and success criterion 2.4.5 applies. This means that to be sufficient the bookmarks would have to be combined with another of the mentioned techniques.
