WCAG 1.0 or 2.0?

Hello,
I am wondering if it would be better to comply with WCAG 2.0 or 1.0. 
Currently, the company I work for does not comply at all, and we're 
starting to work on that.  However, since 2.0 guidelines are not finalized 
yet, I am wondering if it would make business sense to comply with 
something that will/could change.

Would you suggest that we start complying with 1.0 and then transition to 
2.0? 

Any advise would be greatly appreciated.
