Right-clicking can be difficult or impossible with many access methods (touchscreens come immediately to mind). So right-clicking to turn off a Flash animation isn't something you should expect the user to be able to do. In fact, if I had problems with page movement and blinking on a page, I might elect not to have Flash installed at all--which makes having an accessible alternative to fall back on all the more important.
