RE: Prohibiting authors from disabling Pinch Zoom as failure for Reflow 1.4.10

I think things have moved on a bit, I read that iOS doesn't respect the meta viewport setting for max-zoom=1 anymore. I think Patrick mentioned Android doesn't, or allows the user to override.

I'll do a tidy-up of the techniques in reflow and run it past the group.
