* I think things have moved on a bit, I read that iOS doesn't respect the meta viewport setting for max-zoom=1 anymore. I think Patrick mentioned Android doesn't, or allows the user to override. I still run into issues with pinch zoom even if iOS 10 or 11+ started overriding the meta view port settings. In particular I have run into some Google News pages that still block pinch zoom somehow and other Google AMP pages that that disruptted the page with pinch zoom because iFrames are used. Failing the particular meta tag use is still useful for older platforms such as iOS devices that can't be upgraded. So I would not be in favor of removing it yet.
