[Jason] Yes, but it’s technically a label for the submit button rather than for the search field, as you know, so it doesn’t qualify based on any requirement for a visible label applicable to each field independently.
The real question is: when does a UI control, in visual context, become ambiguous in the absence of a visible label? I can’t think of a good, general answer, since so much depends on assumptions about the knowledge and capabilities of the user, but it isn’t clear that requiring labels in all cases is the right balance to reach, as it probably does more than is necessary to address the accessibility problem and could even confuse some people in circumstances in which the context makes the function of the control obvious, but an extraneous label could make it less rather than more clear.
