It wouldn't look like the WCAG and wouldn't have the structure and language of Principles, Guidelines and Success Criteria. Meanwhile, we should try to get everything into 2.1 that is testable, implementable and achievable in an environment where the WCAG is mandatory under law or policy for all organizations in a particular jurisdiction.
