Ø  Whats the difference between SC 1.3.1 and SC 2.4.6?

SC 1.3.1 (as it pertains to headings) If there is a visual heading it must be programmatically or textually communicated.  This does not require that you add visual headings to section the content.
SC 2.4.6 If you have a heading or label it must describe the topic or purpose of that section on input.
SC 2.4.10 You should add headings to section the content.

Hi all,

Whats the difference between SC 1.3.1 and SC 2.4.6? They seem the same to me.
Another question - in terms of their intent (the need they are addressing) was there any
difference that necessitated them being separate?
