Difference between SC 1.3.1 and SC 2.4.6?

Hi all,

Whats the difference between SC 1.3.1 and SC 2.4.6? They seem the same 
to me.
Another question - in terms of their intent (the need they are 
addressing) was there any
difference that necessitated them being separate?
