1.3.1 requires the AT be able to access the info

2.4.6 requires that it make sense for the content
2.4.6 is there to allow techniques and advice to make things simpler.  For testability - all we can include is a requirement that it basically makes sense for what it is supposed to be  (heading etc)     But it allows us to add non-testable advice and techniques for making things more accessible for different groups esp cognitive, language, and learning disabilities 

2.4.10 is again for cognitive, language, and learning disability access.  The previous two do not require anything just what you should do if it is there.   This one requires that you break up your content with headers.  It is at level AAA because it does not always make sense for all types of content.   Imagine posting a letter and having to add headers to your letter.
