As far as I can tell WCAG 2.0 supports ACLIP, specifically the Accessibility
data structure that is part of the Learner Information Packaging model. The
Accessibility data structure includes information about individual learns'
accessibility needs, including information about the language(s) they read
(supported by 3.1.1 and 3.1.2), their language proficiency (e.g., reading
ability; supported by 3.1.5) and other preferences (e.g., whether the
learner does best with written material, visual material, auditory
material-- nothing in WCAG interferes with that, and the techniques for
meeting 3.1.5 support it).
The accessibility data about an individual learner can also include
information about their disabilities-- e.g., the learner is blind, is Deaf,
etc.; the whole point of WCAG is to support such needs.

Is this sufficient to address this person's comment?  We don't necessarily
have to produce a synchronization report.  But can someone who is familiar
with ACCLIP tell me if we are out of synch?

    I had the IMS Learner Information Profile in mind when I wrote this
    example, but didn't mention it by name; we could add it to the Resources
    section for 3.1.5 (I think I had included it in some draft for 3.1 last
