As far as I can tell WCAG 2.0 supports ACLIP, specifically the Accessibility data structure that is part of the Learner Information Packaging model. The Accessibility data structure includes information about individual learns' accessibility needs, including information about the language(s) they read (supported by 3.1.1 and 3.1.2), their language proficiency (e.g., reading ability; supported by 3.1.5) and other preferences (e.g., whether the learner does best with written material, visual material, auditory material-- nothing in WCAG interferes with that, and the techniques for meeting 3.1.5 support it). The accessibility data about an individual learner can also include information about their disabilities-- e.g., the learner is blind, is Deaf, etc.; the whole point of WCAG is to support such needs.
