The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft. Issue 905 [1] says AREA (client side image maps) should not open new windows without warning. There is already an HTML technique that deals with this for links [2]. I propose we expand that technique to make it clear this applies to AREA as well as A elements.
