The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft. Issue 904 [1] says applets should not use color alone; Issue 916 [2] says the same about OBJECT. I propose we create a single HTML technique dealing with the use of color in plugins. This should refer to General techniques that expand on the issue of color; the HTML technique is just to tie that general technique to these specific elements.
