Er, are we really about to encourage authors to use layout tables 'when it is necessary to use a table for layout' [1]? I find this encouraging since there'll be of course people saying 'hey, that table is inevitable for me' because they just don't know how to make it better. I suggest to 'ban' tables for other than data purposes (since it's /never/ necessary to 'use a table for layout'), and we should instead focus on how authors will cope with this and provide additional assistance in how to use e.g. CSS positioning mechanism (sort of 'WAI toolbox').
