How about: [CORE] All documents, including individual frames in a frameset, should have a TITLE element that labels the document. example: <TITLE>Reservoir Dogs</TITLE> [EXTENDED] The title should be unique, describe the document and summarize the document. example: <TITLE>Reservoir Dogs - Screenplay for a film about a violent botched heist</TITLE> I'm thinking about accessibility checking tools - For core compliance, will we be required to ask the author if each title is unique, summarizes and describes the document?
