RE: Platform accessibility service test procedure (Windows 7)

Thanks so much Tom - great job.  Can this be used by ALL non-web based authoring tools that run on Windows 7 (what is its extent of applicability- for example I notice Java is mentioned, so is that a precondition)?  I notice commercial applications are mentioned - do we need disclaimer?
What are steps of test procedure in general?   What is pass criterion/expected results?  Thx Tim

Here is Tom's draft "Platform accessibility service test procedure" for Windows 7. This will be used by testers to test SC A.1.2.2 (http://www.w3.org/WAI/AU/2013/ED-ATAG20-20131028/#sc_a122) for non-web based tools.
