So I suggest the text in yellow under Levels of Conformance: "In order to ensure that the process of using ATAG 2.0 and WCAG 2.0 together in the development of authoring tools is as simple as possible..........Success Criteria might place on developers)" Should be moved to a new Appendix (perhaps to be called "Understanding Levels of Conformance") and labelled Informative.
